Power-hungry Argentina mulls allowing crude oil imports: report
BUENOS AIRES (Reuters) - Argentina is studying authorizing crude imports from Nigeria to help counter a long decline in oil and natural gas output that has hurt its trade balance, two newspapers reported on Saturday, both citing an anonymous source with knowledge of the matter.
South America's No. 2 economy has tough import barriers and strict currency controls meant to stem capital flight, making it tricky for oil companies to meet their needs.
The floated import measure is designed to optimize refining and reduce diesel and gasoline purchases.
It would also bolster the trade surplus, a crucial source of foreign currency for a country virtually shut out of debt markets since its 2002 default.
The plan under analysis mulls establishing a quota system to permit imports of Nigerian Bonny Light crude oil, daily La Nacion reported.
Argentina, estimated to hold 802 trillion cubic feet of natural gas trapped in shale rock and 27 billion barrels of oil, hasn't imported oil in two decades, according to pro-government Pagina 12.
But a government commission agreed to review a request made by oil companies including Argentina's Oil Combustibles, whose owner Cristobal Lopez is seen as close to president Cristina Fernandez.
The imports would bolster output at Oil Combustibles and Royal Dutch Shell's respective San Lorenzo and Dock Sud refineries, which currently operate below capacity, Pagina 12 said.
It was not immediately possible to contact the government for comment.
Leftist Fernandez says her administration's policies seek to shore up the Argentina economy and peso after the debt crisis 11 years ago that pushed millions of middle-class Argentines into poverty.

Franco engages in 'shameless self-promotion'
Randee Dawn
TODAY contributor
James Franco's latest project, the novel "Actors Anonymous" isn't about really, really busy actors in a recovery program — as the title might have you believe. As he told TODAY's Savannah Guthrie Monday, the book is about "how we interact with others, how we interact with life through performance and through the lens of a recovery book," he said.
Fans of the multi-talented Franco won't be suprised to know that "Anonymous" is not the only project on Franco's slate. He and Guthrie discussed his multiple advanced college degrees, his recent roasting on Comedy Central and his interest in taking frequent selfies.
He also brought up a new film he's making with Seth Rogan, "The Interview." In it, he told Guthrie, "I actually play one of you" — that is, an interviewer. Then he turned the tables on her and asked a few questions. "How did you get into this?" he queried.
"I started a long time ago," she said, and quickly he had her talking about how walking in heels hurt her feet, and how she had to spend an hour in the makeup chair every day.
"I love interviewing people and I love asking the questions," grinned Franco.
He also seems to love publicity, adding at the interview's end, "More shameless self-promotion — my favorite movie that I've done this year is 'Spring Breakers.' And they're doing an ... Oscar campaign for it. ... I wanted to put that out there for Harmony Korine, the director."
Clearly, there's enough spotlight to go around with Franco.
"Actors Anonymous" will be in bookstores on Oct. 15, but you can find an excerpt from "Actors Anonymous" here.

DETROIT (AP) — Maxine Powell, who was responsible for developing the charm, grace and style of Motown Records' artists during the Detroit label's 1960s heyday, died Monday at age 98.
Motown Historical Museum CEO Allen Rawls said Powell died of natural causes at a hospital in Southfield, Mich.
She didn't sing or write songs, but those associated with Motown say Powell was as essential to the label's operations as any performer or producer.
She directed the label's Artists Development Department, also known as "Motown's Finishing School." Through it, she emphasized to many artists — including Smokey Robinson and the Miracles, the Jackson Five and the Supremes — how they should carry themselves, treat people and dress.
Motown founder Berry Gordy said the training school was the only one of its kind offered at any record label.
"She brought something to Motown that no other record company had," Gordy said in a statement Monday. "She was a star in her own right — an original. She will always be remembered for her style and class, and she instilled that into the Motown artists by teaching them how to walk, talk and even think with class."
Powell's passing comes less than two months after she was honored at the museum by Robinson and others.
"She was such an important, integral part of what we were doing here at Motown," Robinson said at the Aug. 26 event held at the famed Hitsville, U.S.A, building.
"It didn't matter who you became during the course of your career — how many hits you had, how well your name was known around the world," he said. "Two days a week when you were back in Detroit you had to go to artists' development. It was mandatory."
Gordy paid tribute to Powell via videotape during the celebration, joking that he still remembered many of Powell's sayings, such as "Do not protrude the buttocks," and "Do not confuse me with your parents — they're stuck with you. I'm not."
Born in Texarkana, Texas, Powell was raised in Chicago, where she began her career as an actress. Powell later moved to Detroit. There, she opened the Maxine Powell Finishing School, where she trained African-American models. One of those models was Gordy's sister, Gwen, who was responsible for bringing Powell to Motown.
Once at Hitsville, she focused on polishing the young artists for their lives in the spotlight.
Some of the training included teaching Marvin Gaye to sing with his eyes open and having others balance books on their heads to improve posture. She also instructed artists on how to properly exit limousines.
Powell said in August that she would "teach until there's no breath left in my body."
"I love all the Motown artists," she said. "This has been a blessing. I thank God for allowing me to be here."

Members of Congress are people too, drink beer
There's been a lot of terrible news coming from the nation's capital lately, what with all the fighting over the government shutdown and the talk of the nation defaulting on its debts.
But here's something different! Members of Congress behaving like human beings.
Two Republicans and two Democrats joined on camera for a brief moment of bipartisanship at Capitol Lounge, a watering hole near the Capitol Building, to talk about something other than politics.
The video, shot in August by NowThisNews.com — long before the shutdown — features some of the youngest members of Congress: Republicans Adam Kinzinger of Illinois and Trey Radel of Florida and Democrats Kyrsten Sinema of Arizona and Patrick Murphy of Florida.
Curiously, only the Republicans drank beer. The Democrats had water. (NowThisNews.com)

Egypt: Court ruling compounds Morsi's woes
CAIRO (AP) ? An Egyptian court says besieged President Mohammed Morsi must reinstate an attorney general fired last year in another blow to his authority.
Tuesday's ruling by the Court of Cassation further chips at Morsi's administration as he faces massive protests calling for his ouster and a 48-hour ultimatum by his army chief to work out his differences with the opposition.
If not, the military vows to enforce a political road map of its own. The ultimatum expires Wednesday, but Morsi has rejected stepping down.
Morsi's dismissal of Mahmoud Abdel-Meguid, who was appointed by ousted leader Hosni Mubarak, was seen by the judiciary as an encroachment on its independence.
The opposition has long demanded the removal of Abdel-Meguid's successor, Talaat Abdullah.
