Former Arthur Levitt adviser eyed for possible U.S. SEC post: sources

WASHINGTON/NEW YORK (Reuters) - Securities and Exchange Commission Chairman Mary Jo White is eyeing a former adviser to ex-SEC Chairman Arthur Levitt as a potential contender for a key post in the division that oversees financial markets, three people familiar with the matter told Reuters.

Joseph Lombard, a market structure expert at law firm Murphy & McGonigle, is considered to be a leading candidate for a position in the agency's Trading and Markets Division, three of those people said.

A second name being floated for a possible job in the division is Chris Concannon, a former executive with Nasdaq OMX Group Inc who now works for high-frequency trading firm Virtu Financial LLC, according to three sources, who spoke anonymously because the discussions are non-public.

Revealing the scientific secrets of why people can't stop after eating one potato chip

Apr. 11, 2013 ? The scientific secrets underpinning that awful reality about potato chips -- eat one and you're apt to scarf 'em all down -- began coming out of the bag today in research presented at the 245th National Meeting & Exposition of the American Chemical Society.

Tobias Hoch, Ph.D., who conducted the study, said the results shed light on the causes of a condition called "hedonic hyperphagia" that plagues hundreds of millions of people around the world.

"That's the scientific term for 'eating to excess for pleasure, rather than hunger,'" Hoch said. "It's recreational over-eating that may occur in almost everyone at some time in life. And the chronic form is a key factor in the epidemic of overweight and obesity that here in the United States threatens health problems for two out of every three people."

The team at FAU Erlangen-Nuremberg, in Erlangen, Germany, probed the condition with an ingenious study in which scientists allowed one group of laboratory rats to feast on potato chips. Another group got bland old rat chow. Scientists then used high-tech magnetic resonance imaging (MRI) devices to peer into the rats' brains, seeking differences in activity between the rats-on-chips and the rats-on-chow.

With recent studies showing that two-thirds of Americans are obese or overweight, this kind of recreational over-eating continues to be a major problem, health care officials say.

Among the reasons why people are attracted to these foods, even on a full stomach, was suspected to be the high ratio of fats and carbohydrates, which send a pleasing message to the brain, according to the team. In the study, while rats also were fed the same mixture of fat and carbohydrates found in the chips, the animals' brains reacted much more positively to the chips.

"The effect of potato chips on brain activity, as well as feeding behavior, can only partially be explained by its fat and carbohydrate content," explained Tobias Hoch, Ph.D. "There must be something else in the chips that make them so desirable," he said.

In the study, rats were offered one out of three test foods in addition to their standard chow pellets: powdered standard animal chow, a mixture of fat and carbs, or potato chips. They ate similar amounts of the chow as well as the chips and the mixture, but the rats more actively pursued the potato chips, which can be explained only partly by the high energy content of this snack, he said. And, in fact, they were most active in general after eating the snack food.

Although carbohydrates and fats also were a source of high energy, the rats pursued the chips most actively and the standard chow least actively. This was further evidence that some ingredient in the chips was sparking more interest in the rats than the carbs and fats mixture, Hoch said.

Hoch explained that the team mapped the rats' brains using Manganese-Enhanced Magnetic Resonance Imaging (MEMRI) to monitor brain activity. They found that the reward and addiction centers in the brain recorded the most activity. But the food intake, sleep, activity and motion areas also were stimulated significantly differently by eating the potato chips.

"By contrast, significant differences in the brain activity comparing the standard chow and the fat carbohydrate group only appeared to a minor degree and matched only partly with the significant differences in the brain activities of the standard chow and potato chips group," he added.

Since chips and other foods affect the reward center in the brain, an explanation of why some people do not like snacks is that "possibly, the extent to which the brain reward system is activated in different individuals can vary depending on individual taste preferences," according to Hoch. "In some cases maybe the reward signal from the food is not strong enough to overrule the individual taste." And some people may simply have more willpower than others in choosing not to eat large quantities of snacks, he suggested.

If scientists can pinpoint the molecular triggers in snacks that stimulate the reward center in the brain, it may be possible to develop drugs or nutrients to add to foods that will help block this attraction to snacks and sweets, he said. The next project for the team, he added, is to identify these triggers. He added that MRI studies with humans are on the research agenda for the group.

On the other hand, Hoch said there is no evidence at this time that there might be a way to add ingredients to healthful, albeit rather unpopular, foods like Brussels sprouts to affect the rewards center in the brain positively.

Senate ready to launch gun control debate

(AP Photo/J. Scott Applewhite)

(AP) ? The Senate is ready to launch an emotion-charged debate on new gun restrictions, four months after the carnage at a Connecticut elementary school spurred President Barack Obama and Congress to address firearms violence.

In an opening showdown Thursday, senators were scheduled to vote on an attempt by conservatives to scuttle the Democratic bill before debate even started. There were no real doubts the conservatives would be defeated and lawmakers would turn to the legislation, which would expand background checks to more gun buyers, toughen penalties against illicit firearms sales and offer slightly more money for school security.

The roll call was coming a day after two leading conservatives, Sens. Joe Manchin, D-W.Va., and Patrick Toomey, R-Pa., unveiled a compromise to extend required federal background checks to gun shows and online transactions. Only noncommercial, personal transactions would be exempted.

That deal was expected to give gun control forces an initial burst of momentum as debate begins. But the National Rifle Association, along with many Republicans and some moderate Democrats, opposes fresh gun curbs as going too far, and the road to congressional approval of major restrictions remains rocky.

"Those two leaders stepping up is a very good way to start," said Sen. Mary Landrieu, D-La., who is seeking re-election next year and has stressed her support for both the right to bear arms and reducing gun bloodshed. "How it ends, I don't know."

In December, a gunman killed 20 first-graders and six staffers at Sandy Hook Elementary School in Newtown, Conn. Relatives of some victims were at the Capitol pressing lawmakers to back gun restrictions, and were holding a vigil outside the building where they were reading the names of recent victims of gun violence.

Expanded background checks are the core of the Democratic gun control drive. Other top proposals ? including bans on assault weapons and high-capacity ammunition magazines ? will be offered as amendments during Senate debate but seem destined for defeat.

The compromise between Toomey and Manchin, both owners of guns and "A'' ratings from the NRA, was likely to improve the prospects that the Senate might expand background checks by attracting broader support. But debate could last weeks and it was not known what amendments to the overall bill, either constricting or expanding gun rights, senators might approve.

Neither Toomey nor Manchin predicted the Senate would approve gun legislation and both said their vote on final passage would depend on what the measure looked like when debate ends. Manchin said he would vote against the overall legislation if his compromise with Toomey was defeated.

Senate Majority Leader Harry Reid, D-Nev., has said the first amendment will be to add the Manchin-Toomey compromise to the legislation. It would replace stricter language extending background checks to virtually all gun sales.

The senators' agreement also has language increasing firearms rights. That includes easing some restrictions on transporting guns across state lines, protecting sellers from lawsuits if buyers passed a check but later used a firearm in a crime and letting gun dealers conduct business in states where they don't live.

Underscoring the difficult path gun curbs face in the GOP-run House, Speaker John Boehner, R-Ohio, repeated his plan to wait for the Senate to produce something and pointedly noted that the background check agreement had yet to pass Senate muster.

"It's one thing for two members to come to some agreement. It doesn't substitute the will for the other 98 members," he told reporters.

Emotion, always prominent in the gun issue, cropped up late Wednesday when Manchin met with relatives of the Newtown victims in his Senate office, telling them "this will not be in vain." He became choked up when a reporter asked about the impact of the family members' visit, saying, "I'm a parent, a grandparent ... and I had to do something."

Said Toomey: "Criminals and the dangerously mentally ill shouldn't have guns. I don't know anyone who disagrees with that premise." He said expanding the checks wasn't gun control, "just common sense."

Background checks currently apply only to transactions handled by the country's 55,000 licensed gun dealers. Advocates of expanding the system say too many sales ? the exact proportion is unknown ? escape the checks, which are supposed to keep weapons from going to criminals, the seriously mentally ill, and others.

In a written statement, Obama said, "This is not my bill," adding that he wished the agreement was stronger. Still, he praised it as significant progress, saying, "We don't have to agree on everything to know that we've got to do something to stem the tide of gun violence."

Gun control groups gave the deal warm but not effusive praise, noting that unknown details and some pro-gun provisions gave them pause.

The NRA said it opposed the agreement.

"Expanding background checks at gun shows will not prevent the next shooting, will not solve violent crime and will not keep our kids safe in schools," it said in a statement.

In a letter to senators late Wednesday, NRA lobbyist Chris W. Cox warned that the organization would include lawmakers' votes on the Manchin-Toomey deal and other amendments it opposes in the candidate ratings it sends to its members and supporters.

Friendships cut short on social media as people get ruder: survey

By Belinda Goldsmith

LONDON (Reuters) - Rudeness and throwing insults are cutting online friendships short with a survey on Wednesday showing people are getting ruder on social media and two in five users have ended contact after a virtual altercation.

As social media usage surges, the survey found so has incivility with 78 percent of 2,698 people reporting an increase in rudeness online with people having no qualms about being less polite virtually than in person.

One in five people have reduced their face-to-face contact with someone they know in real life after an online run-in.

Joseph Grenny, co-chairman of corporate training firm VitalSmarts that conducted the survey, said online rows now often spill into real life. The survey found two in five people blocking, unsubscribing or "unfriending" someone over a virtual argument.

"The world has changed and a significant proportion of relationships happen online but manners haven't caught up with technology," Grenny told Reuters on the release of the online survey conducted over three weeks in February.

"What really is surprising is that so many people disapprove of this behavior but people are still doing it. Why would you name call online but never to that person's face?"

Figures from the Pew Research Center show that 67 percent of online adults in the United States now use social networking sites with Facebook the most popular while the latest figures show over half of the British population has Facebook accounts.

The survey follows a spate of highly publicized run-ins between people who came to virtual blows online.

British football player Joey Barton, who plays for Olympique de Marseille, was summoned by the French soccer federation's ethics committee after calling Paris St Germain's defender Thiago Silva an "overweight ladyboy" on Twitter.

Boxer Curtis Woodhouse was widely praised after he tracked down a tweeter who branded him a "complete disgrace" and "joke" after a loss, going to his tormenter's house for an apology.

Grenny said survey respondents had their own stories such as a family not talking for two years after an online row when one man posted an embarrassing photo of his sister and refused to remove it, instead blasting it to all his contacts.

Workplace tensions are also often tracked back to conversations in chat forums when workers talked negatively about another colleague.

"People seem aware that these kinds of crucial conversations should not take place on social media yet there seems to be a compulsion to resolve emotions right now and via the convenience of these channels," said Grenny.

Grenny suggested peer-to-peer pressure was needed to enforce appropriate behavior online with people told if out of line.

He said three rules that could improve conversations online were to avoid monologues, replace lazy, judgmental words, and cut personal attacks particularly when emotions were high.

"When reading a response to your post and you feel the conversation is getting too emotional for an online exchange, you're right! Stop. Take it offline. Or better yet, face-to-face," he said.

?Anti-semitism, racism, xenophobia and religious intolerance? deeply entrenched in Maldivian political discourse: Dr Shaheed thumbnail

Anti-semitism, racism, xenophobia and religious intolerance ?are deeply entrenched? in political parties currently opposed to the Maldivian Democratic Party (MDP), former Foreign Minister in both Nasheed and Gayoom?s government, Dr Ahmed Shaheed, has said.

Dr Shaheed?s comments follow reports in local?media summarising US Embassy cables first published by Wikileaks in 2009, and discussed during the then-opposition parliament?s efforts to impeach the foreign minister.

In particular, the Maldivian government?s engagement with Israel was the subject of a parliamentary debate November 9, 2009, in which Shaheed narrowly avoided impeachment following a?no-confidence motion.

Opposition to the Maldives? recognition of Israel was seized by then opposition groups in December 2011 as a sign of the Nasheed government?s ?anti-Islamic? policies. The previously disparate parties formed the ?December 23 coalition?, following a large rally in Male?.

Dr Shaheed said ?Growing extremism hurts the Maldives rather than anybody else, because whenever a state is unable to deliver what is in the public interest due to intimidation from others, it is the state that suffers.?

?The growth of extremism itself has numerous causes, but none of it is linked to government policy towards Israel or Palestine,? he added.

Many Maldivians firmly believe that policies pursued by Israel affect their solidarity with Arabs and other Muslims, Dr Shaheed explained.

?We care about how Israel treats the Palestinian people, because we care about the safety of the Muslim holy places under Israeli jurisdiction, and because we need to have a dialogue with Israel communicating our interests and concerns on these matters regularly,? he said.

More space for civic reasoning in Maldivian politics is needed for the Maldives to ?behave like the rational nation-state, with friendship towards all, that we claim we are,? he said. ?Silence may be golden but dialogue is the miracle tool of diplomacy.?

In the original cable referred to by Sun Online, Dr Shaheed told then US Ambassador Robert Blake that he believed ?radical clerics ignited a reaction? among the Maldivian population and this was ?a lot, but not a genuine undercurrent.?

Dr Shaheed ?highlighted that former President Nasheed pledged to ?renew ties? with Israel in his September 24 (2009) UN General Assembly speech,? that the Maldives Defense Minister and Minister for Natural Disasters would visit Israel later that year, and both nations ?have already signed agreements on health, education, and tourism?.

Speaking to Minivan News, Dr Shaheed said he believed MDP?s rivals considered the cables ?the perfect fog-machine to distract any discussion of bread and butter issues in the campaign.?

?Many in the Maldives see the Palestinian-Israeli dispute in religious terms, and religious sensitivities are played up during election time,? he added.

The Ministry of Foreign Affairs meanwhile told Minivan News the Maldives is ?not against Israel?.

?The Maldives? government always supports Palestinian citizens to have their freedom and urges this in the United Nations,? said Foreign Ministry Spokesperson Muaz Ali.

?This does not mean Maldives is against Israel,? he said.

?Anti-semitism, racism, xenophobia and religious intolerance?

?Neither former President Maumoon?Gayoom nor former President Mohamed Nasheed divided the world into a Dar al- Harb and a Dar al- Islam as in classical Islamic international relations theory, which is what the Salafists in the Maldives want to do,? stated Shaheed.

Shaheed explained that ?anti-semitism runs deep in certain sections of Maldivian society?, highlighting as an example an article published in Dhivehi on local news website Dhi-Islam in January 2011,?reporting on the agreements made between the Maldivian and Israeli government.

?Under this heinous agreement, these people have thrown the little children and the youth of the Maldives, as well as the country?s education sector and the health sector and many other matters, into the lap of the evil Zionist Israelis, who, as we have been informed through the seven heavens, will never wish anything but evil for Muslims,? the article reads.

?Jews have even historically been an evil people who have been cursed because they had killed prophets and spread corruption on earth, and that they are the biggest enemies of Muslims is proven by the teachings of the Holy Quran and forms of the core beliefs of Muslims. This agreement will impose pressures to prevent the dissemination of these teachings,? it adds.

The report claims that Jews have falsely exaggerated ?incidents? of torture and killings during the Holocaust ?to inculcate sympathy towards Israel in the minds of Maldivian youths; to convince the Maldivian youths that the jews are the victims of oppression and to make them blind and insensitive to the occupation of Palestine, the seizure of Muslim holy lands, and the endless oppression the jews inflict on the inhabitants of the land.?

?This agreement is high treason or the highest form treachery against the noble Islam and Maldivian identity, upon which this country is founded. It is a matter far more dangerous and grave than can be treated lightly,? said the report.

Historical Maldivian ? Israeli relations

There is no document to support the claim that Maldives ever severed diplomatic relations with Israel, in Maldivian or Israeli records, explained Dr Shaheed.

Instead, what appears to have happened is a downgrading of the relationship where no Maldivian president since the early 1970s has been willing to receive an Israeli ambassador formally in his office.

The Maldives voted at the UN to accept the legitimacy of Israel, on December 17, 1991, at the request of then President George Bush, by repealing the 1975 UN resolution equating zionism with racism.

?The Maldives was not alone in changing its policies towards Israel ? there were a number of Organisation of Islamic Cooperation (OIC) states doing the same thing, or had even restored full diplomatic relations,? said Dr Shaheed.

?Under Gayoom, the Maldives categorically accepted the two-state solution. All of these actions were firmly grounded in international law and state practice,? he added.

The Maldivian government discussed the question of restoring ties with Israel following the Oslo Accord agreement in 1993, which established a peace process framework to resolve the Palestinian-Israeli conflict.

Israel agreed to recognize Yasser Arafat as its partner in peace talks and essentially exchanged land for peace. The Palestinians in turn recognized Israel?s right to exist while also renouncing the use of terrorism and its long-held call for Israel?s destruction.

The Gayoom cabinet agreed on a three-stage restoration of ties with Israel, beginning in June 1994. The Maldivian government ?agreed to recognize Israeli passports and ended the travel ban? during stage one, explained Shaheed. Shortly thereafter stage two saw trade and commercial relations were fully restored. Restoring political ties occurred during stage three, with regular meetings at senior diplomatic levels, between 1995 to 2008.

?So what President Nasheed said at the UN ? and that was my formulation ? was that Maldives wanted friendly relations with all states in the General Assembly,? said Dr Shaheed.

?This does not and has not prevented Maldives from criticizing actions of UN member states when they violate peremptory norms of international law, but Nasheed was not going to divide the world into the good the bad and the ugly,? he declared.

In recent years, attitudes toward Israel have greatly fluctuated with collaborative engagement by the Maldivian government being countered by some anti-semitic ?blowback? from elements within Maldivian society.

In February 2010, a team of experts from the Israeli Foreign Ministry are training 35 Maldivian officials in emergency preparedness, with a focus on the management of mass casualties.

Later that year, in November, the Islamic Foundation of the Maldives (IFM) called on the government to break off all diplomatic ties with Israel, a day after Indira Gandhi Memorial Hospital (IGMH) announced that a team of seven Israeli doctors is due to arrive in the country to treat patients at the government hospital for a week.

The IFM reiterated calls to the Maldives government to ?shun all medical aid from the Zionist regime? with a team of seven Israeli eye surgeons due to arrive in December 2012, claiming that Isreali doctors and surgeons ?have become notorious for illegally harvesting organs from non-Jews around the world.?

The following month, Founders of the IFM NGO claimed that although they do not believe in ?hysterical outbursts? and theories of an imminent ?Jewish invasion? in the country, a week of anti-Israel protests and flag burning across Male? has reflected ?strong dissatisfaction with the government?s open attitude? to the Jewish state.

In May 2011, Ahmed Naseem became the first Maldivian Foreign Minister to visit Israel.

However, in?September 2011, Deputy Leader of the Adhaalath Party Dr Mauroof Hussein has called for alarm after alleging that a delegation from an Israeli company, Teshuva Agricultural Products, was due to arrive in the Maldives to assess the country?s agricultural potential. The Israeli agricultural delegation that was supposed to arrive on Filadhoo?cancelled the visit after the islanders warned that they would not let the delegation go further than the jetty.

In December 2011, Minister of Islamic Affairs Dr Abdul Majeed Abdul Bari requested parliament endorse a resolution forbidding the government to establish ties with Israel.

While in April 2012, MPs passed a resolution preventing Israeli national airline El Al from operating scheduled flights to the Maldives until Majlis? National Security Committee completes further investigation into the matter. El Al applied to the Ministry of Civil Aviation in May 2011 requesting permission to fly to the Maldives starting in December 2011.

There was no direct flight from Israel to Maldives between 2009-2011, so the Maldives was ?not able to maximize the benefits from the growing Israeli market,? Dr Shaheed remarked.

?Maldives could have significantly increased the direct income and benefits from Israeli tourism by accepting direct flights from Israel, resulting in a longer holidays and greater expenditure in Maldives while still making the holiday comparatively cheaper for the visitor,? he added.
