He may not have come riding in on a white horse, but this prince still came to the rescue, albeit on a different steed altogether.

On Tuesday, Prince William swooped in to help save a pair of hikers via helicopter after the two were reported missing earlier this week while trekking the mountainous north Wales region of Snowdonia.

Per British media reports, the unidentified hikers, who were in their 40s and 50s, made their way to the area's Glyder range but were forced to camp out there on Monday ??where freezing temperatures could prove life-threatening ??after lacking the necessary gear to get them off the mountain before nightfall.

The two had promised to phone a friend with an update during their trip, but when the call never came, authorities were alerted and a search party was dispatched.

The pair were eventually found by a mountain rescue team aided by rescue dogs, and William and his helicopter crew arrived to take them to safety.

Consider it yet another heroic feather in the royal's increasingly be-feathered cap: Duchess Kate's hubby, who is a trained pilot with the RAF Search and Rescue Force, has been putting those chopper skills to essential use. Over the last six months, he's participated no fewer than four rescue missions, including saving shipwrecked Russians in the Irish Sea and schoolgirls stranded off the Welsh coast.

Looks like this is one prince whose duties to his people transcend mere ceremonial pomp and pageantry.?

Pope presides over final general audience

VATICAN CITY (AP) ? Pope Benedict XVI is preparing for his final general audience, the weekly appointment he kept with the faithful and tourists to teach them about the Catholic faith.

Some 50,000 tickets have been requested for Benedict's final master class in St. Peter's Square; thousands more people are expected to pack the main boulevard leading to the piazza to watch Wednesday's audience on giant TV screens.

On Tuesday, the Vatican said Benedict would in retirement continue to wear the white cassock of the papacy and be called "emeritus pope" or "Your Holiness," raising questions about the peculiar situation soon to confront the church: having a reigning and a retired pope, living side-by-side.

The Vatican says it foresees no problems and Benedict has said he will pray and be "hidden to the world."

Nano-machines for 'bionic proteins'

Feb. 15, 2013 ? Physicists of the University of Vienna together with researchers from the University of Natural Resources and Life Sciences Vienna developed nano-machines which recreate principal activities of proteins. They present the first versatile and modular example of a fully artificial protein-mimetic model system, thanks to the Vienna Scientific Cluster (VSC), a high performance computing infrastructure. These "bionic proteins" could play an important role in innovating pharmaceutical research.

Proteins are the fundamental building blocks of all living organism we currently know. Because of the large number and complexity of bio-molecular processes they are capable of, proteins are often referred to as "molecular machines." Take for instance the proteins in your muscles: At each contraction stimulated by the brain, an uncountable number of proteins change their structures to create the collective motion of the contraction. This extraordinary process is performed by molecules which have a size of only about a nanometer, a billionth of a meter.

Muscle contraction is just one of the numerous activities of proteins: There are proteins that transport cargo in the cells, proteins that construct other proteins, there are even cages in which proteins that "mis-behave" can be trapped for correction, and the list goes on and on. "Imitating these astonishing bio-mechanical properties of proteins and transferring them to a fully artificial system is our long term objective," says Ivan Coluzza from the Faculty of Physics of the University of Vienna, who works on this project together with colleagues of the University of Natural Resources and Life Sciences Vienna.

Vienna Scientific Cluster (VSC)

In a recent paper in Physical Review Letters, the team presented the first example of a fully artificial bio-mimetic model system capable of spontaneously self-knotting into a target structure. Using computer simulations, they reverse engineered proteins by focusing on the key elements that give them the ability to execute the program written in the genetic code. The computationally very intensive simulations have been made possible by access to the powerful Vienna Scientific Cluster (VSC), a high performance computing infrastructure operated jointly by the University of Vienna, the Vienna University of Technology and the University of Natural Resources and Life Sciences Vienna.

Artificial proteins in the laboratory

The team now works on realizing such artificial proteins in the laboratory using specially functionalized nanoparticles. The particles will then be connected into chains following the sequence determined by the computer simulations, such that the artificial proteins fold into the desired shapes. Such knotted nanostructures could be used as new stable drug delivery vehicles and as enzyme-like, but more stable, catalysts.

This project was supported by the Austrian Science Fund (FWF) within the SFB "Vienna Computational Materials Laboratory" (ViCoM).

Ecuador's Oil-Focused President Wins Another Term in Office

On February 17, 2013 Rafael Correa, an ally of Venezuela?s Hugo Chavez and amigo to Iran and China, won another term in office in Ecuador. Correa, a politically savvy and pragmatic president who is prone to occasional rhetorical flourishes when discussing the United States, won nearly 60 percent of the vote.

Correa now has four more years to consolidate his control of the country?s government and exert influence over the electoral system, the judiciary, and the press. He will also work to maximize the growth of Ecuador?s export-fuelled, dollarized economy. Although his social programs have won acclaim, Correa has faced serious criticism for his judicial attacks against critics.

Correa has focused on consolidating his power as he continues to undermine Ecuador?s independent press and exacting control over the judiciary. In his new term in office, he will continue to make it nearly impossible for his political opponents to interfere with his policy agenda.

One of the major sources of Correa?s success is also a major source of his government?s revenues: the state-owned oil company Petroecuador.

A report from Revenue Watch Institute explains that ?The main source of Ecuador?s oil revenue comes from oil exports, comprised of Petroecuador?s own production and royalties.?

As long as oil prices remain high and international banks continue to supply loans and grants for oil sector development, Petroecuador and Correa will continue to work together to finance the country?s government and its ambitious agenda of social programs. Over the next four years, investors can expect Correa to maintain economic and political stability and help Petroecuador expand its operations.

William Lee, a political analyst from the Economist Intelligence Unit told me that for Ecuador, ?the obvious major risk is an oil price crash.? But, as long as oil prices remain relatively high and stable, Correa will continue to consolidate his power and win votes by financing pro-poor policies. (See here for an article I wrote about Correa consolidating his political power ahead of the election.)

Correa led by a wide margin heading into the election and focused on making sure that his party won a majority in the legislature. His new term is the last allowed under the Constitution he pushed through in 2008. But, with a firm grip on all branches of Ecuador?s government and a heavy foot on the country?s independent media, Correa is not likely to face serious challenges if he seeks to modify the constitution and seek another term.

Before the election, one resident of the country?s capital told a reporter, ?The bad thing about him is his arrogance and that he insults all his opponents, and if he wins in the first round he will think he?s better than everyone else, and he will be even worse.?

After lodging his own vote, before the results were tallied, Correa announced, ?Here there?s only one winner, and that?s Ecuador. The beautiful thing about an electoral democracy is that the citizens have the future in their hands.? ?

Ecuador?s citizens will have at least four more years to watch Correa?s moves as president.

Someone Posted These Mockups Of A Samsung ... - Business Insider

Someone ? probably a Samsung fan, but maybe a Samsung employee ? posted three of images to a Korean message board this week.

The images are mockups of what the user interface for a Samsung smartwatch could look like.

SlashGear first noticed the images.

Apple is making a smartwatch. Google is too.?It's very likely, then, that Samsung would make one too.

If it is, that'll surely be a headache for Apple, which some say is getting out-innovated by Samsung in the quickly saturating smartphone market.

One hope for Apple has been that it will come out with an exciting new product to create a new market it can dominate all by itself, like it did the smartphone and tablet markets for years. If Samsung is coming out with a smartwatch, those plans could be foiled.

It is not likely that these are actual images of what that Samsung gadget's operating system would look like.

Truly, saying they were would be like saying the latest piece of Harry Potter fan fiction to hit the Internet is a leak of JK Rowling's next big book.

But still. It's interesting to speculate, and now we have a visual aid.

Fundraiser For Deputy Battling Cancer

OMAHA (kptm) -?Members of local law enforcement's came together today to support a sheriff's deputy who is battling brain cancer.?

Rick Staack has been an officer for 24 years.? He's a seventh degree black belt and owns and operates Gretna Tae Kwon Do, but lately he's been battling brain cancer. ?"A little tired, other than that feeling okay.? I figure everyday I'm out of bed and upright's a good day," Staack says.

He's doing everything he can to fight for his life but as he continues to undergo treatment for the tumor in his head he can't help but think of his friends at the Sarpy county sheriff's office.? "I was working investigations, had a really good group of people that I worked with, I miss working with them, I miss the activities of that job," Staack says.

So his job came to him.? Hundreds of his co-workers, friends and family joined together for a fundraiser to show their support.? A way to remind Staack he's not going through this alone.? "It's unbelievable, I mean they were worried because their probably going to run out of food?they might.? That's a great thing and people don't care they're still going to come in the door and support Rick and law enforcement in general and that's what's important," Sheriff Jeff Davis says.

Sharing stories over spaghetti, making memories, and testing their luck with raffle tickets. ?All to help with Staack's mounting medical bills.? "Being able to do this for him is a wonderful thing, it helps the family tremendously," Candy Borman says.

(AP) ? The Vatican raised the possibility Saturday that the conclave to elect the next pope might start sooner than March 15, the earliest date possible under current rules that require a 15 to 20 day waiting period after the papacy becomes vacant.

Vatican spokesman the Rev. Federico Lombardi said that Vatican rules on papal succession are open to interpretation and that "this is a question that people are discussing."

"It is possible that church authorities can prepare a proposal to be taken up by the cardinals on the first day after the papal vacancy" to move up the start of the conclave, he said.

The 15 to 20 day waiting period is in place to allow time for all cardinals who don't live in Rome to arrive, under the usual circumstance of a pope dying. But in this case the cardinals already know that this pontificate will end Feb. 28, with the resignation of Pope Benedict XVI, and therefore can get to Rome in plenty of time to take part in the conclave, Lombardi said.

The date of the conclave's start is important because Holy Week begins March 24, with Palm Sunday Mass followed by Easter Sunday on March 31. In order to have a new pope in place in time for the most solemn liturgical period on the church calendar, he would need to be installed by Sunday, March 17, because of the strong tradition to hold installation Mass on a Sunday. Given the tight time frame, speculation has mounted that some arrangement would be made to start the conclave earlier than a strict reading of the law would allow.

Questions about the start of the conclave have swirled since Benedict stunned the world on Feb. 11, by announcing that he would retire, the first pontiff in 600 years to abdicate rather than stay in office until death. His decision has created a host of questions about how the Vatican will proceed, given that its plans for the so-called "sede vacante" ? or vacant seat ? period between papacies are based on the process starting with a papal death.

"In this moment we are not prepared," said Cardinal Franc Rode, the former head of the Vatican's office for religious orders who will vote in the conclave. "We have not been able to make predictions, strategies, plans, candidates. It is too early, but we will get there. In two or three weeks things will be put in place."

Meanwhile, a German journalist who has published several long interviews with Benedict over the years suggested that the pope strongly foreshadowed his retirement during an August conversation.

Peter Seewald said in an article for the German weekly Focus published Saturday that the pontiff had told him that his strength was diminishing and "not much more" could be expected from him as pope.

"I am an old man and my strength is running out," Seewald quoted the pope as saying. "And I think what I have done is enough."

Asked by Seewald whether he was considering resignation, Benedict responded: "That depends to what extent my physical strength will compel me to." The summer interview, as well as another in December, were for a new Benedict biography.

Seewald's 2010 book-length interview with Benedict, "Light of the World," laid the groundwork for a possible resignation.

In it, he quoted Benedict as saying: "If a pope clearly realizes that he is no longer physically, psychologically and spiritually capable of handling the duties of his office, then he has a right, and under some circumstances, also an obligation to resign."

He stressed then, however, that resignation was not an option to escape a particular burden, such as the scandal over sexual abuse by clerics which had erupted earlier in 2010.

In Saturday's article, Seewald recalled asking the pope in August how badly the 2012 scandal over leaks of papal documents, in which the pope's ex-butler was convicted of aggravated theft, had affected him.

Benedict said the affair had not thrown him off his stride or made him tired of office. "It is simply incomprehensible to me," he said.

The journalist said that when he last saw Benedict about 10 weeks ago, his hearing had deteriorated and he appeared to have lost vision in his left eye, adding that the pope had lost weight and appeared tired.

Benedict, however, appeared in good form on Saturday for some of his final audiences. He met with the Guatemalan president, a group of visiting Italian bishops, and had his farewell audience with Italian Premier Mario Monti.

"He was in good condition," Guatemalan President Otto Perez Molina told reporters afterward. "He didn't seem tired, rather smiling, lively ? and happy and very clear in his decision to resign."

Cardinal Angelo Scola, the archbishop of Milan and a leading contender to succeed Benedict, said several of the visiting bishops noted at the end of their audience that they were the last group of bishops to be received by the pope. "'This responsibility means you have to become a light for all,'" he quoted Benedict as saying.

Lombardi also gave more details about Benedict's final public audiences and plans for retirement, saying already 35,000 people had requested tickets for his final general audience to be held in St. Peter's Square on Feb. 27.

He said Benedict would spend about two months in the papal summer retreat at Castel Gandolfo south of Rome immediately after his abdication, to allow enough time for renovations to be completed on his retirement home ? a converted monastery inside the Vatican walls.

That means Benedict would be expected to return to the Vatican, no longer as pope, around the end of April or beginning of May, Lombardi said.

He was asked if and when the pope would meet with his successor and whether he would participate in his installation Mass. Like many open questions about the end of Benedict's papacy, Lombardi said, both issues simply haven't been resolved.

    Participating Renaissance Hotels in the Marriott portfolio have created Love Blossoms Valentine?s Day rooms in which more than 27,000 assorted flowers have been affixed to everything from the walls and the beds to the nightstands. The $15,000-a night suites don't just smell great, they come with breakfast in bed, love potion cocktails, bath salts and bubbles, decadent chocolates, fruits and cheeses.

    And yes, lovebirds may take home a souvenir bouquet to ?help others discover something just as sweet and encourage love to blossom,? said Tina Edmundson, senior vice-president of lifestyle brands for Marriott International.

    Love Blossoms rooms are at Renaissance hotels nationwide, but only the Renaissance San Francisco Stanford Court Hotel has the "Love Don't Cost a Thing" package. And while it?s named after the popular Jennifer Lopez song celebrating bling-free love, the package has a hefty $65,000 fee.

    For that amount, couples get a private round-trip jet flight from anywhere in the United States, a night in the hotel?s presidential suite, a 24-hour on-call Rolls Royce, an eight-course truffle dinner served on a private yacht and a rose petal turn-down with gold leaf chocolate cake and Godiva chocolate martinis. Two private after-hours shopping experiences come with the package; one includes a $10,000 credit at Tiffany & Co.

    Nestle makes $11.55 billion profit in 2012

    VEVEY, Switzerland (AP) ? Nestle SA, the world's biggest food and drinks maker, predicted another challenging year ahead but overcame tough global economic conditions to post a full-year net profit Thursday of 10.6 billion Swiss francs ($11.55 billion) for 2012.

    With 330,000 employees worldwide and 461 factories in 83 countries, Nestle is a major buyer of food commodities such as wheat, sugar, milk and coffee and its results are a good indicator of consumer demand in various regions of the world and the health of the global economy as a whole.

    The maker of Nescafe, Perrier, Jenny Craig, Haagen Dazs and Carnation reported broad-based growth across all product ranges and regions with sales reaching 92.2 billion francs ($100.5 billion), up from 83.6 billion francs ($91.11 billion) in 2011. The results compare with a full-year 2011 profit of 9.5 billion Swiss francs ($10.35 billion).

    In its financial statements, the Swiss-based food giant predicted 2013 will prove to be every bit as challenging as last year.

    This year began with an improved economic climate but a still-uncertain recovery, particularly in Europe where officials remain anxious whether reforms will prevent failed banks from adding to government debt through bailout.

    This year "will have its difficulties, definitely, but there will also be many opportunities to deliver value," Chief Executive Officer Paul Bulcke told a news conference at the company's elegant headquarters on the shoreline of Lake Geneva. Even in Europe, he added, there was "good growth," even if it lagged well behind other regions.

    The weakest growth was in Europe ? up just 1.8 percent compared with 5.2 percent in the Americas and higher everywhere else ? and with products such as prepared dishes and cooking aids. Overall sales for 2012 showed that the strongest growth was in China and other parts of Asia along with Africa and the Oceania regions.

    "This year was not a walk in the park," said Chief Financial Officer Wan Ling Martello, who noted that Nestle had its slowest growth in Europe in the face of some shrinking local economies. "Even so, we delivered good top-line results."

    But consumer confidence remains "very low," said Martello, a former Wal-Mart executive, who singled out health and wellness items such as Nesquik made with less sugar and organic Gerber baby food as examples of what is selling well.

    Product-wise, the best sellers were powdered and liquid beverages and pet care. In North America, which is Nestle's most important market, pet care and frozen foods were the stalwarts, said Chris Johnson, the company's executive vice president for the Americas.

    Nestle said its sales growth rebounded during the last three months of 2012 and that it strengthened its standing as a seller of premium nutritional and health products.

    Over the course of 2012, the company acquired Pfizer's infant nutrition business Wyeth Nutrition, inaugurated its Nestle Institute of Health Sciences in Lausanne, Switzerland, and added two new research and development units in China.

    Bulcke said all of the company's businesses, both in developed and emerging markets, contributed to the overall 5.9 percent organic growth.

    "Despite the many challenges 2013 will no doubt bring, we expect to deliver the Nestle model of organic growth between 5 percent and 6 percent as well as an improved margin and underlying earnings per share in constant currencies," he said.

    Asked whether the company might accelerate that growth, Bulcke replied, "There is wisdom is consistency, what I call the mountaineer coming up the mountain ? you have to pace yourself. ... It walks on a line that is sustainable."

    Bulcke said the news that horsemeat had found its way into products across Europe that were packaged as containing beef is adversely affecting the global food industry.

    "It has affected us because the whole industry is in question again, and that is unfortunate," he said. "Because of a few actions, a few initiatives, a few bad things and bang ? the whole industry again is questioned."

    There have been no such discoveries involving Nestle's products, said Bulcke, who suggested that companies and consumers alike must pay a certain price for quality.

    "Are we affected directly? No," Bulcke added. "We do have very stringent and very disciplined policies with our supplies, we check them permanently. ... Also quality has a price. So that is why we sometimes are a little bit more expensive, maybe, because these things, they cost money."

    Nestle said it plans an increase in the dividend later this year to 2.05 francs per share. Shares in Nestle fell 2.3 percent to close at 63 francs ($68.36) on the Zurich exchange, reflecting a measure of profit-taking with the stock rising more than 7 percent since the start of the year.

    Small Russian banks help Iran's oil exports - minister

    MOSCOW (Reuters) - Small Russian banks are participating in schemes to finance Iranian oil exports, which are the target of U.S. and European sanctions against Tehran, Russian Energy Minister Alexander Novak said on Tuesday.

    "Large (banks) are not taking part. Small ones are, yes," Novak told reporters, in the first such confirmation by a top Russian official.

    "Major banks are not involved as they have taken into consideration the possibility of any sanctions to which they might become subject."

    In 2011, the U.S. Congress passed a law requiring buyers of Iranian oil to make significant cuts to their oil purchases, or risk being cut off from the U.S. financial system.

    The European Union followed suit by imposing sanctions last July against Iran's oil and shipping industries which barred Europe-based insurers from covering tankers that carry Iranian oil. Later, it also added bans on financial transactions and on sales to Iran of shipping equipment, among other measures.

    Novak, who spoke after meeting Iranian Foreign Ali Akbar Salehi in Moscow, declined to name either the banks involved or the scale and nature of their possible financing of oil exports from Iran.

    Salehi, in Moscow on a trade mission, said that Russian companies would be welcome to participate in developing the growing oil industry of the OPEC member state.

    The West suspects of Iran of seeking to acquire atomic weapons, while Tehran insists its nuclear programme is peaceful. Six-power talks with Iranian nuclear negotiators are due to be held in Almaty, Kazakhstan, on February 26.

    British streaming service to also show Amazon Studio pilots

    Amazon's Lovefilm service in the UK has signed a deal with BBC Worldwide to continue offering BBC content to its customers through Lovefilm Instant. The announcement comes at the same time as the Lovefilm app reaches Sony Bravia televisions, as well as news that it will also stream 11 original TV series test pilots from Amazon Studios.

    Though the BBC deal is a continuation of an existing content streaming agreement, it will also increase the range of content available. New for 2013 includes multi award-winning police drama Luther, the UK version of The Office, Extras, Primeval, Top Gear, and a number of other shows. Lovefilm already shows episodes of Doctor Who, Spooks, and various BBC documentaries.

    Lovefilm will soon be showing the same pilots being created by Amazon Studios for Amazon Instant Video. Shows by writers of The Onion, The Daily Show and others will be aired, with viewer responses indicating to Amazon which shows to put into production for a full series run.

    The new app for Bravia Smart TVs and Internet-connected Blu-ray players from Sony will be available in both the UK and Germany, joining similar apps offered through game consoles, tablets and computers. Customers will be able to stream movies and shows at 720P through Lovefilm Instant at no extra cost.

    Facial structure may predict endorsement of racial prejudice

    Feb. 13, 2013 ? The structure of a man's face may indicate his tendency to express racially prejudiced beliefs, according to new research published in Psychological Science, a journal of the Association for Psychological Science.

    Studies have shown that facial width-to-height ratio (fWHR) is associated with testosterone-related behaviors, which some researchers have linked with aggression. But psychological scientist Eric Hehman of Dartmouth College and colleagues at the University of Delaware speculated that these behaviors may have more to do with social dominance than outright aggression.

    The researchers decided to examine the relationship between fWHR and dominance in the specific context of racial prejudice.

    "Racial prejudice is such a sensitive issue and there are societal pressures to appear nonprejudiced. More dominant individuals might care less about appearing prejudiced, or exercise less self-regulation with regard to reporting those prejudices, should they exist," says Hehman, who conducted the research as a graduate student at the University of Delaware.

    The researchers asked male participants about their willingness to express racially prejudiced beliefs and about the pressure they feel to adhere to societal norms. The results revealed that men who have higher fWHR (determined from photos of their faces) are more likely to express racist remarks and are less concerned about how others perceive those remarks.

    Importantly, these results did not show that the men were necessarily more prejudiced -- men with greater fWHR did not score higher on measures that assessed implicit, or more automatic, racial prejudice. Rather, these men were simply more likely to express any prejudicial beliefs they may have had.

    "Not all people with greater fWHRs are prejudiced, and not all those with smaller fWHRs are non-prejudiced," says Hehman. "You could think about it as a 'side effect' of social dominance -- men with greater fWHR may not care as much about what others think of them."

    Results from a second study suggest that observers actually perceive and use fWHR when evaluating another person's degree of prejudice.

    Looking at the photos from the first study, a new group of participants evaluated men with wider, shorter faces as more prejudiced, and they were able to accurately estimate the target's self-reported prejudicial beliefs just by looking at an image of his face. The results were confirmed in a third study.

    The third study also showed that non-White participants, whose outcomes are more likely to be influenced by their race or ethnicity, were more motivated to accurately assess targets' prejudice. This greater motivation, in turn, was associated with increased accuracy. The finding is consistent with the idea that people allocate their attention to stimuli that can influence their outcomes.

    Together, these three studies add to a growing literature exploring how people perceive and accurately infer personality characteristics based on physical appearance.

    "This research provides the first evidence for a facial metric that not only predicts important and controversial social behaviors, such as reporting prejudices, but can also be used by others to make accurate judgments," says Hehman.

    These studies may open up new avenues of research; Hehman and colleagues speculate that fWHR may be linked with explicit prejudice on a number of different dimensions beyond race.

    Hagel to learn fate of nomination on Tuesday

    Former U.S. Sen. Chuck Hagel, R-Neb., testifies during a Senate Armed Services Committee hearing on his nomination??After postponing its first vote last week, the Senate Armed Services Committee announced on Monday plans to vote Tuesday on whether to confirm former Nebraska Republican Sen. Chuck Hagel as the next secretary of defense.

    Democratic Sen. Carl Levin, the committee's chairman, announced that he intended to hold the vote "after the members have an opportunity for discussion."

    A hearing was originally scheduled for Feb. 7, but it was postponed after a group of Republican senators demanded further information regarding compensation Hagel may have received from any foreign sources and business groups with which he may have ties. Some Republicans threatened to filibuster Hagel's nomination over the information.

    Most Republicans are expected to oppose Hagel's nomination due to his fervent opposition to the war in Iraq and other past stances. But Democrats maintain a majority in the Senate and on the committee, and the White House is counting on those numbers to push Hagel to confirmation.

    A vote by the full Senate could happen as soon as Thursday if Hagel is confirmed by the committee.

    Super search engine tracks terrorists ? and you ? via social networks

    Web software designed by the defense firm Raytheon can scour Facebook, Twitter and check-in sites such as Foursquare to create an instant dossier covering a suspect's likely geographic locations and activities.

    Raytheon calls it Rapid Information Overlay Technology (RIOT), and privacy advocates think it goes too far. "This sort of software allows the government to surveil everyone," Ginger McCall, attorney and director of the Electronic Privacy Information Center's Open Government program, told NBC News Monday.

    "It scoops up a bunch of information about totally innocent people. There seems to be no legitimate reasons to get this, other than they can."

    While some "terrorists," or those who might be threats to national security, use social networking, it's doubtful many of them show check-ins at local clubs or coffee shops, said McCall.

    "The likelihood of this actually pulling in actual terrorists is low ? it seems to be a lot of white noise," she said.

    NBC News contacted Raytheon about RIOT. In an emailed statement Monday, the company would only say this:

    A report about RIOT was first published Sunday by The Guardian, which shared a video it obtained about how RIOT works. (We can't embed the video, but you should have a look at it on The Guardian's site.)

    In the video, Raytheon's Brian Urch, principal investigator for RIOT, shows how easily the software can track one of Raytheon's employees, named Nick. The system combines Nick's Foursquare check-ins with the GPS data encoded automatically on his posted photos. The system creates a pie chart of Nick's most favorite spots to visit, and reveals without question what time he likes to hit the gym.

    "6 a.m. appears to be the most frequently visited time at the gym, so if you ever did want to try to get a hold of Nick ? or get a hold of his laptop ? you might want to visit the gym at 6 a.m. Monday," Urch says ominously.

    A Raytheon spokesman said in an email to the Guardian that RIOT is not being used right now, but rather is "a big data analytics system design we are working on with industry, national labs and commercial partners to help turn massive amounts of data into useable information to help meet our nation's rapidly changing security needs."

    And just because this software neatly packages information in ways that can prove awkward or even incriminating, it is not breaking through privacy barriers to get it. Instead, it uses what people have voluntarily posted for public consumption. The key is, therefore, knowing what you're posting.

    Users need to be careful, said privacy lawyer McCall. Social networking sites "work very, very hard to push more data into the public realm, and often users have no idea how much data is being made publicly available, and the companies make it very difficult for users to control their own information."

    For example, she said, "other people can check you in" at a location, even though "it may not be data that you put out there. On Facebook, it allows your friends to check you in, and if your friends don't set their privacy setting" so that others can't see that, "you can be tagged and checked in."

    "I went to a concert with a friend a month ago, and she likes to publicize those things on Facebook," McCall said. "So it was on there that she was at a certain club with Ginger McCall."

    "When (most users) sign up for sites like Facebook or Foursquare," she said, "they never would guess that their information is about to be aggregated," and perhaps even "used to track them down" with software such as Raytheon's RIOT.

    MT Online Payroll, offered through a partnership with Sure Payroll, a subsidiary of Rochester-based Paychex, is now available in all communities served by the bank.

    The service can be up and running for an employer in as few as seven business days after the small business enrolls through a secure website in a process that takes as little as 30 minutes, the bank said.

    Lawmakers test legal waters for regulating drones

    (AP) ? Lawmakers are considering whether Congress should set up a special court to decide when drones can kill American al-Qaida suspects overseas, much as a secret court now grants permission for surveillance. The effort, after CIA Director-designate John Brennan's vigorous defense of a drone attack that killed U.S. citizens, reflects a philosophical struggle in government over remote warfare.

    The chairman of the Senate Intelligence Committee, Dianne Feinstein of California, spelled it out at the start of Brennan's confirmation hearing on Thursday. She declared that she intended to review proposals for "legislation to ensure that drone strikes are carried out in a manner consistent with our values and the proposal to create an analogue of the Foreign Intelligence Surveillance Court to review the conduct of such strikes."

    And Sen. Angus King Jr., in a letter Friday to senior leaders of the panel, suggested an "independent process - similar to the Foreign Intelligence Surveillance Court - to provide an appropriate check on the executive branch's procedure for determining whether using lethal force in a foreign country against a U.S. citizen would be lawful."

    In FISA proceedings, 11 federal judges review wiretap applications that enable the FBI and other agencies to gather evidence to build cases. Suspects have no lawyers present, as they would in other U.S. courts, and the proceedings are secret. The government presents its case to a judge, who issues a warrant or not.

    The notion of something similar for drone strikes drew immediate criticism from human rights and legal groups, which contend that such a court must allow the accused to mount a defense.

    "It's not about evidence gathering, it's about punishment to the point of execution," said Mary Ellen O'Connell, professor of international law at the University of Notre Dame and a critic of the government's drone program. "We have never thought people could be executed without some kind of trial."

    A former CIA official reacted coolly, too, but from the opposite direction.

    "I think it is reasonable to ask the question under what circumstances the president can use lethal force against a U.S. citizen overseas," said Jeff Smith, former general counsel of the CIA. "It's a frightening power, and I think we need to think very, very carefully about how that power is used and whether some judicial review is warranted."

    "But I certainly don't think judicial review or congressional review is needed to strike al-Qaida or other terrorists organizations," he said.

    The idea is also so preliminary that lawmakers can't yet say exactly how a new process would work. In fact, most of those interviewed said the current system run by the White House works well.

    Brennan pioneered the current process to determine which targets are dangerous enough to be placed on one of two hit lists for killing or capture ? one held by the CIA and the other by the military's Joint Special Operations Command. Many of the names on the lists overlap, and the agency that goes after the target depends on where the suspect appears. That process was described in a legal memo made public this week, and the White House shared classified details with select lawmakers.

    The new notion is drawing concern from some in Congress who fear special courts would slow down the drone strikes ? considered by some, including Brennan, as one of the most effective weapons in the war against al-Qaida.

    But many lawmakers say an update is needed in the law, passed in 2001 after the Sept. 11 attacks, that gives the president sweeping powers to pursue al-Qaida. They say that al-Qaida has grown far beyond the war zones and technology has improved, too, enabling a Predator drone operator in the United States to track and kill a target thousands of miles away with great accuracy.

    Drone strikes have expanded dramatically in the Obama administration. Fewer than 50 took place during the Bush administration, while more than 360 strikes have been launched under Obama, according to the website The Long War Journal, which tracks the operations. The strikes have been credited with killing more than 70 senior al-Qaida and Taliban commanders in Pakistan alone since they began in 2004.

    In Thursday's hearing, Brennan defended strikes as necessary, saying they are taken only as a "last resort," but he said he had no qualms about the strike that killed U.S. born cleric Anwar al-Awlaki, because of his roles in several terror attacks.

    "The decisions that are made are to take action so that we prevent a future action, so we protect American lives," Brennan said. "That is an inherently executive branch function to determine, and the commander in chief ... has the responsibility to protect the welfare, wellbeing of American citizens.

    Still, he said the White House, too, had considered the concept of the special courts, and he said he would be open to discussing it because "American citizens by definition are due much greater due process than anybody else by dint of their citizenship."

    The White House did not offer further comment Friday, and the CIA declined to comment.

    Brennan said people are never killed by CIA or military strikes if there is a way to capture them.

    Feinstein said at Thursday's hearing that she believed the CIA was open with lawmakers about its part of the program.

    "We have provided a lot of oversight over the Predator," she said. "There's a staff team goes out regularly that is at Langley that does look at the intelligence on a regular basis," making more than 30 visits to review strikes and the intelligence leading up to them.

    But she said she and senators including Democrats Dick Durbin of Illinois and Pat Leahy of Vermont and Republican Chuck Grassley of Iowa are all looking at the concept of how to regulate the strikes.

    On Friday, Republicans were circumspect, with prominent members such as House Intelligence Committee Chairman Mike Rogers of Michigan declining to comment, or reserving judgment until they can see more details.

    "I don't know that we can take that exact model and apply it to every tough policy decision that confronts the federal government," said Mac Thornberry of Texas, a member of the House committee. "If someone is shooting at you, you can't go to a court and ask them to shoot back," he said.

    Many Democrats were more comfortable with the notion.

    "A layer of judicial review could ensure additional checks on the designation of targeted individuals and determine whether sufficient evidence has been produced," said Sen. Mark Udall, D-Colo.

    Said Rep. Adam Schiff, D-Calif.: "I don't have in mind to redefine the circumstances in the memo" describing the legal rationale behind the strikes "but rather set up a process for prospective or retrospective analysis of how drone strikes are made,"

    The White House allowed lawmakers on the Senate and House intelligence committees to see the classified advice to the president describing the legal rationale behind drone strikes ahead of the Brennan confirmation hearing ? a pre-emptive effort meant to answer increasing questions from lawmakers about the program, and also to head off threatened holds on the Brennan nomination.

    But that release has produced further demands for access and information. The intelligence committee members want their staff to read the documents, and the congressional Judiciary committees are also demanding access.
