Reporting to the Director of HR, the Head of HR will support the business and Senior Management Team through the provision of pragmatic, creative and flexible people solutions. Key objectives and areas of accountability:
* Develop, agree and implement the HR strategy to support the delivery of the Business Plan engaging key stakeholders as appropriate.
* Lead on HR related projects across the organisation, delivering through effective use of the HR team and cross functional projects teams.
* Lead, manage and develop the HR team in providing an effective and efficient HR service, ensuring the delivery of HR plans in line with the HR strategy.

* Support the Director of HR in the effective running of the organisation?s pension arrangements in line with the principles of good governance.
* Ensure the fair and consistent application of reward policies. Ensure that the reward structure remains competitive in the market place through regular benchmarking and market reviews.
* Proactively seek ways to continually improve the HR function and its activities.
* Develop, monitor and review key HR indicators recommending and implementing actions where appropriate.

Qualifications/experience and skills
* Degree educated and CIPD qualified (or equivalent).
* Proven track record in change management, OD and employee relations.
* Good employment legislation knowledge and able to translate and apply it in practise.
* Commercially and financially aware with strong IT skills.

The ideal candidate for this vacancy will have a proven track record as generalist HR professional and will possess excellent communication and influencing skills. Beautiful World: "The difference between friendship and love is how ...

I have been blogging for years--and this post will be very long.

Anyone (Josh) who has had the stamina to read the bulk of what I've written deserves an award of some sort--I have a feeling the award would be nothing highly sought and if tangible, no doubt it would be disposed of rather quickly or hidden shamefully in some tiny cranny found in the dark recess of a metropolitan sewage system. Regardless, the prize should be awarded because that kind of readership is remarkable. I have written innumerable posts on more than one blog nearly every day for several years.

I mention this because many of my posts have addressed the topic of human relationships and in the process, it has become very clear that I am not a?proponent?of friendship. I've stated my views more than once but for the sake of brevity, I will summarize my dislike of the concept:

I believe friendship is a sham relationship with lends credence to the idea that some relationships are disposable--and easily revived on a whim. It allows us to "get to know" people with the understanding that should life circumstances become too busy, the friend will be eliminated for simplicity's sake. Also, should another, more interesting person come along, the current friendship can be allowed to dissipate and disappear for the purpose of climbing a social ladder, or simply for better entertainment. Friends are allowed to be comforters,?comrades, and?confidantes until such time as one or the other of the previously stated situations arises, at which point they go their separate ways assured that this is acceptable social behavior. Should one of the friends feel hurt by the subsequent absence of their former friend, they're considered clingy, controlling, or a social embarrassment. Clearly they misunderstood the rules of friendship and don't play the game very well. They are to be avoided.


While my assessment of the friend relationship might seem cynical, it is, nonetheless, accurate. I do not buy into the maudlin acclamation that there are some people who can leave one's life for extended periods of time and when they return, the relationship remains intact--"it's as if no time has passed." That's untrue--because time has?passed. Many important, poignant moments have taken place and that friend who just reentered the scene has missed them all. And so the two friends will have lunch, cram as much personal history as possible into ninety minutes, and then depart, satisfied that the friend relationship is once again thriving. They might telephone a few times over the next year until once again, decades of absence reign over the relationship.

And that is true friendship.

A couple of years ago I had this conversation with Therapist:

Therapist: It sounds to me like a control issue.
Sam: It's not.
Therapist: Well, here's how it looks to me: You find someone you care about deeply and you want to keep them.
Sam: Yes.
Therapist: That's kind of controlling.?
Sam: I'll have to take your word for it. I don't?control them.?
Therapist: No, but you become very anxious because you want to. You're afraid of being vulnerable to them. You're certain they'll leave you at some point because that's what you believe friends do.
Sam: Maybe.
Therapist: And so you make believe that the relationships you have with very close friends are something more than friendship.
Sam: I make believe?
Therapist: I think so. If it's not friendship, what is it?
Sam: I don't know. Familial?
Therapist: Sam, you can't choose the people you want in your family.
Sam: Why?
Therapist: Because, first of all, those people have their own families. You're not a part of that unit, and they're not a part of your family unit.
Sam: Okay.
Therapist: So, if not familial, then what?
Sam: I don't know.
Therapist: You can't keep people, Sam.?
Sam: What if they want me to?
Therapist: As a general rule, people don't like being collected.
Sam: So you're telling me that I'm stuck with the family I have--such as it is. I need to make peace with people who rarely contact me, have no interest in my life, and want me around because someone may need to take care of our parents one day?
Therapist: Is that your judgment of how you fit in your family?
Sam: Yes.
Therapist: Well, it makes perfect sense that you would search outside that unit for people who can be a part of your life. Unfortunately, that's not how it works.?
Sam: I know.
Therapist: At some point it might be a good idea to accept that friendships are a vital and important part of life, that forming healthy ones can be rewarding and joyful, and that you've been blessed with some very special friends.
Sam: Who will leave me.
Therapist: At some point their presence in your life may become less frequent, yes.
Sam: Less frequent means they've left.
Therapist: Sam, it's not an all or nothing situation. If they're absent for awhile, they'll be back when they can accommodate social situations with you. You're not forgotten. I'm not sure it's possible to forget about you.
Sam: That's ridiculous.?
Therapist: Which part?
Sam: Anyone is forgettable.
Therapist: I would say that most people do not forget the ones with whom they've had deep, meaningful friendships.
Sam: That's not true. They get busy or bored or whatever, and they forget. They might remember later, but there were still moments when they forgot.
Therapist: That bothers you.
Sam: I think so. I think I would rather never know people than become so boring that they don't think about me anymore.?
Therapist: Why have you spent so much time in the past few years trying to develop healthy friendships?
Sam: I thought I could do it. I thought I could learn the rules, play the game, and let whatever happened, happen. I thought I'd figure it out.?
Therapist: And now?
Sam: I don't want to figure it out. I fell in love with people. I let them know who I really am. I shared some of my life with them. I allowed them to see parts of me that I've hidden for a very long time. I want them to stay.?
Therapist: Sam, a leave of absence doesn't mean they've gone forever.
Sam: I know. Don't you see? I know! My head gets all of this. It understands and it's completely willing to play the friendship game, regardless of what happens. But my heart isn't. It hates every part of this. It's not happy to fall in love with someone who probably doesn't love as deeply, who views me as disposable or convenient, or, worse, thinks I'm some amazing person to look up to--because I'm not, you know, and I've never pretended to be anything more than I am.
Therapist: What do you want, Sam?
Sam: I want them to be in my life forever.
Therapist: And you know they can't?
Sam: Yes.
Therapist: Someday, I believe you'll get to the point where you'll understand that absence does not constitute a lessening of love or affection. It simply means that someone's life became differently shaped and could no longer accommodate frequent contact with you. And you'll be patient, because that's sort of how you work, and you'll allow them to decide if frequency of contact will occur again.?
Sam: I do that now.
Therapist: Yes, but the difference is, when this happens it won't hurt so much.


I didn't record this conversation when it happened because I was embarrassed by it. I didn't like the intimation that I was controlling, and I was keenly aware that I wanted more from people than they were willing to give. I was also rather proud of myself for being aware of those feelings but always being able to manage them. I was not prone to manipulation nor coercion in any of my relationships and those certainly had opportunity to present themselves. I have been guilty on occasion, however, of asking certain of my friends for reassurance that they would remain in my life. Someday I will ask their forgiveness. I'm not ready to do that yet.

The conversation is now appearing because I believe I'm at a point in my life where, while I don't understand how people bond and let go on a regular basis, I do accept it. I don't know that I will ever practice the custom as it commonly occurs, and probably I will always try to "collect" the people I love and I'll want them to stay in my life and I might even feel (if they do?stay) that they are my family; but I will never verbalize those things, nor will I impose my desires upon them. Regardless of whatever emotional deficits with which I may struggle, I am keenly aware of the need to maintain healthy boundaries and balance in any relationship and I wish for those I love to feel safe in relationships with me.

And so today I will begin to have friends. I will embrace the term and use it. I will not be offended nor feel slighted when someone I love refers to me as "friend. One of those loved ones has told me on more than one occasion that I am one of the best friends he has ever had--and he has said that in spite of the fact that presently our life goals and beliefs are different. I choose to believe he made that statement because he knows I don't walk out on relationships that become difficult, I support his right to make decisions for himself, and even if I disagree with the outcome of such decisions I still wish to talk with him and spend time with him. I should feel happy that he believes I am one of his good friends.

Another loved one has referred to me as his best friend on occasion and, when introducing me, once said we are "the best of friends." I believe my response to that was, "Only if I say so." It was churlish, and my way of saying, "You, of all people, understand how deeply I despise that word, and I'm unhappy that you used it in reference to me." And given that I have provided no alternate descriptor, it was out of line for me to object. Because I love him, as well, and have always offered that love without reservation, I should feel honored that he would introduce me in such a way. There is no reason for me to take offense.

There are others who consider me a friend. It's time for me to assume the role they have assigned me.

Therefore, to all my friends, I ask your forgiveness for my boorishness in reference to the laudable institution of friendship. I will stop trying to reshape our friendship into some sort of relationship which has no name. I'll not refer to us during therapy sessions, as "familial." I won't ask you to please stay in my life forever, and I'll no longer balk or remind you that I don't like the F-word and would prefer that it not be used to describe me.

Fake it till you make it, right? I can do this.

So, the 2012 Olympic Games are well underway in London. One of the first events the British public had been looking forward to, was the Mens Cycling Road Race. There was massive hopes for Gold for the home team, and fans turned out in their droves along with the millions watching on TV. Anyone who did watch the race on the TV though may have been cursing the apparent lack of information about the race. The problem, apparently, was Twitter. 

OK, not just Twitter, but overloading of the data networks apparently restricted information being received from the riders GPS units. Hundreds of thousands of people all in a relatively small area using mobile data to tweet at and about their heroes. And, many no doubt will have been using the BBC Olympics application to watch the live TV coverage while waiting for the riders to hit their part of the route. Sounds crazy, but it prompted a statement from an IOC spokesperson, urging fans to restrict their mobile use around the Olympic events. 

Of course, if you want to send something, we are not going to say 'Don't, you can't do it', and we would certainly never prevent people," he said. "It's just - if it's not an urgent, urgent one, please kind of take it easy.

The 2012 games are the first in history to be surrounded by modern social media and smartphones. More and more we rely upon mobile devices to communicate with the world, without any real knowledge of potential consequences such as this. At previous Olympics, fans haven't had the access to the stars through services such as Twitter and Facebook, or the countless number of apps that keep them in touch with the action 24/7.

In my spare time, I try to read as much as possible to soak up knowledge.? To me it is important to keep your mind active, and look for new things to learn, as it will benefit you in so many ways.

While there is a wide array of books types that I like to read, the most popular subjects include, Finance, Investing, Real Estate, Property Management, and Business and Self Help Books.

Each year I shoot to make a goal to strive for during that year, and this past year my goal was to read at least 20 books over the course of the next year.? As of a little over half way through the year I have more than surpassed that by a long shot.

Hiker dies in fall into far north Alaska river

ANCHORAGE, Alaska (Reuters) - A hiker has died after falling into a river in a remote part of northern Alaska, but his companion was rescued by helicopter, the U.S. Coast Guard said on Thursday.

The Coast Guard did not release the identity or nationality of the victim, who slipped on Wednesday night off a cliff in the Brooks Range. The companion, Olaf Schooll of Norway, was rescued, the Coast Guard said in a statement.

The two men had been trying to hike across the northern part of Alaska, from the Canadian border to the Bering Sea, the statement said.

The accident occurred at Atigun Gorge, a spot about 240 miles southeast of Barrow, it said.

Schooll used a satellite telephone to call for help, the statement said. A Coast Guard air crew found him, hoisted him into a helicopter and flew him to Barrow.

Crew members found his dead companion about a mile downstream in the Atigun River, but terrain and water conditions prevented the recovery of the man's body at that time, the Coast Guard said. Searchers were attempting on Thursday to recover the body.

Microsoft Just Gave This Hacker $200000 - Business Insider

Microsoft gave away $260,000 to a bunch of hackers last night.

That's "hackers" in the good sense?here, the clever programmers who won its Blue Hat security contest, including a grand prize of $200,000.

The big prize was awarded to a PhD student at Columbia University, Vasilis Pappas, who was handed the check in an American Idol-style contest?finale complete with loud music and confetti. The winners were announced during a party at the Black Hat hackers conference that happened this week in Las Vegas.

Two other guys took home significant prizes, too. Ivan Fratric,?a researcher at the University of Zagreb in Croatia, got $50,000 and Jared DeMott, a Security Researcher for Harris Corp., won $10,000.

They all submitted ideas to help solve a really hard security problem called Return-Oriented Programming. ROP is a hacker technique that is often used to disable or circumvent a program's computer security controls. Twenty people submitted ideas in the contest.

Without getting into too much technical detail, Pappas came up with something called kBouncer which blocks anything that looks like an ROP attack from running.

It's become popular these days to pay security researchers bounties. But what's cool about the Blue Hat contest is that it paid the researcher for actually coming up with a fix to a problem.

Other companies have "bug bounty" programs that reward researchers for simply identifying flaws. Google pays hackers up to $20,000 a pop for reporting bugs found in Google's software to Google instead of, say, selling them to the bad guys. Mozilla and Facebook also have bug bounty programs.

Microsoft and Adobe, by contrast, don't pay bounties.

But Microsoft promised that this first Blue Hat prize won't be its last. So this may be a sign of a smart new approach to engaging with security researchers for the software giant.

The bad weather this summer has had a negative affect on the UK swift population, mentioned in a recent article on BBC News.

This follows on from a recent RSPB report which mentions that the population of swifts visiting the UK each summer to breed is nearly a third lower than it was in the mid-1990s.

Swifts are now on the amber list and birds of Conservation Concern as their numbers have declined dramatically in the past 10 years

This year's spate of bad weather has resulted in fewer flying insects for swifts to eat.

I've seen a fair few out and about this summer while working on BBC Wales Weatherman Walking, both at Burry Port and Cardiff Bay Nature Reserve but not in any great numbers.

A lack of nest sites is also causing problems as older buildingsd are being renovated and newer buildings don't provide a suitable space for swifts to nest in.

(AP) ? Nine track athletes were suspended ahead of the London Olympics for doping, including three who were caught in retests of samples from last year's world championships, the IAAF said Wednesday.

The governing body said six were caught in biological passport tests, which measure changes in an athlete's blood profile. The others were sanctioned after retroactive testing of blood and urine samples from the worlds in Daegu, South Korea.

Eight of the athletes received two-year suspensions, while one was handed a four-year ban.

The IAAF said the athletes ? eight women and one man ? were involved in "sophisticated doping," including one case of human growth hormone and two of synthetic testosterone.

Among those suspended was Ukraine's Nataliya Tobias, who won a bronze medal in the 1,500 meters at the 2008 Beijing Olympics. She tested positive for testosterone in further analysis of urine samples from Daegu, where she finished ninth in the 1,500.

Another Ukrainian athlete, 400-meter runner Antonina Yefremova, also was later caught for using testosterone in Daegu. She was eliminated in the semifinals.

The IAAF said the two Ukrainians were caught after suspicious blood samples taken at the worlds led to further checks on the urine samples they provided at their team training camp in Korea.

The IAAF said Bulgarian sprinter Inna Eftimova, who was eliminated in the 100-meter heats in Daegu, tested positive for synthetic growth hormone.

"This is the second finding of growth hormone in athletics and one of only a very few to date in sport as a whole," the IAAF said.

Eftimova, Tobias and Yefremova all received two-year bans after admitting to doping and waiving their right to having their backup "B'' sample tested.

In the six biological passport cases, the highest-profile athlete is Moroccan marathon runner Abderrahim Goumri, who has been a runner-up at the Chicago, London and New York marathons and won the Seoul International Marathon in 2011.

Goumri was banned for four years by the Moroccan Athletic Federation until March 2016, but the IAAF said the penalty is "not final under IAAF rules" and can still be appealed by the athlete.

The five other athletes are Greek steeplechaser Irini Kokkinariou, Turkish distance runner Meryem Erdogan and Russian long-distance runners Svetlana Klyuka, Nailiya Yulamanova and Yevgenina Zinurova.

All six athletes had been flagged as suspicious and regularly targeted by the IAAF since 2009.

The Ethiopian-born Erdogan and the three Russians admitted doping and received two-year bans, the IAAF said.

Kokkinariou was suspended for two years by the Greek Athletics Federation. The IAAF has appealed to the Court of Arbitration for Sport seeking a four-year ban on the grounds of aggravating circumstances.

Syrian ambassadors to Emirates, Cyprus defect

AMMAN (Reuters) - Syria's ambassadors to the United Arab Emirates and Cyprus, who are husband and wife, have defected to Qatar, spokesmen for the opposition Syrian National Council said on Wednesday.

They are the second and third senior diplomats to defect since the uprising against Syrian President Bashar al-Assad began 16 months ago.

"The ambassador (Abdelatif al-Dabbagh) is now in Qatar," SNC spokesman Mohammad Sarmini told Reuters by telephone, referring to the ambassador to the UAE.

Sarmini said Dabbagh is married to Lamia al-Hariri, Syria's ambassador to Cyprus, who defected to Qatar with her husband.

A military attache at the Syrian embassy in Oman told Al Jazeera television he had defected also. "After the killing and bombardment and destruction of our people in Syria increased, and the massacres took place, this ... pushed me to defect from this regime," Mohammad Tahseen al-Faqir said.

Hariri, a Sunni Muslim from the southern province of Deraa, the birthplace of the uprising, is the niece of Syrian Vice President Farouq al-Sharaa, whose role is ceremonial in a power structure dominated by Assad's Alawite minority sect.

Nawaf al-Fares, Syria's ambassador to Iraq, who is a Sunni tribal figure from eastern Syria, defected to Qatar through Jordan two weeks ago, according to diplomatic sources.

Clinical Context

Prostate?cancer?is the second leading cause of?cancerdeaths among men in the United States. The rationale for?screening?men for?prostate?cancer?is the potential to reduce the risk of death through?earlydetection.Recent DataEvidence from a 2011 Agency for Healthcare Research and Quality systematic review primarily informs this PCO on the benefits and harms of PSA-based?screening. An update search was conducted to March 16, 2012, for additional evidence related to the topic.?

RESULTS:?

In men with a life expectancy ? 10 years,* it is recommended that general?screening?for?prostate?cancer?with total PSA be discouraged, because harms seem to outweigh potential benefits.Type and strength of recommendation. Evidence based: strong.Strength of evidence. Moderate: based on five randomized clinical trials (RCTs) with intermediate to high risk of bias, moderate follow-up, and limited data on subgroup populations.In men with a life expectancy > 10 years,* it is recommended that physicians discuss with their patients whether PSA testing for?prostate?cancer?screening?is appropriate for them. PSA testing may save lives but is associated with harms, including complications, from unnecessary biopsy, surgery, or radiation treatment.Type and strength of recommendation. 248 human fetuses found in Russian forest

MOSCOW (AP) ? Villagers in Russia's south Urals region have stumbled upon a gruesome discovery ? four barrels left in a forest containing 248 human fetuses, prompting an official probe, officials said Tuesday.

Police in the Sverdlovsk region said the fetuses, preserved in formaldehyde, were kept in barrels with tags marked with surnames and numbers.

The fetuses were found a few miles away from a highway linking the region's capital, Yekaterinburg, with another big city, Nizhny Tagil. Police believe that they may have come from four local hospitals and have started an investigation.

The fetuses have been placed in a local morgue.

The Health Ministry said it had ordered a check of local hospitals to prevent such incidents occurring again.

"The rude violation of medical ethics causes indignation," the ministry said in a statement. "It's inadmissible from both the moral and legal viewpoint."

The Russian Orthodox Church used the incident to emphasize its opposition against abortions. Spokesman Vladimir Legoida said in a statement that it "highlighted the degradation of our society."

University of Colorado receives suspicious packages

AURORA, Colo. (AP) _ Officials at the University of Colorado say they received two suspicious packages Monday at the Denver-area school.

The first package arrived early in the morning and was slipped under the door at a campus building while it was mostly empty. People were not allowed into the building until the threat was cleared. A spokeswoman says she does not know what the package was or who it came from.

The second package was addressed to a person in a separate building and came to the school's central mail facility.

Police have said that the suspect in a shooting that killed 12 people during an early Friday showing of the new Batman movie ordered ammunition online and received at least 50 packages in four months at his home and at school.

?We hope we can give someone the opportunity to access our services by launching this competition.

?I?ve got one man who was a self-confessed couch potato and he has lost 60lb. He couldn?t walk on the treadmill for five minutes and is now running a nine minute mile and walking up the Wrekin on a regular basis but the most important thing is he is enjoying it.?

Gareth said their clients included people with diabetes, arthritis and people undergoing stroke rehabilitation.

The two personal trainers often team up with neighbouring health professionals in the centre including a physio and osteopath, along with their client?s GP.

Warner Bros. confirms Colorado donation

Warner Bros., the studio that released "The Dark Knight Rises," confirms to NBC News that it is making a substantial donation to?help victims of the July 20 shooting at a Colorado screening of that film.

The studio confirmed a report by The Hollywood Reporter that the studio will be contributing to the Aurora Victim Relief Fund, established in partnership with Colorado governor John Hickenlooper.

As described on givingfirst.org, the fund "will only be used to meet the immediate and long-term needs of victims and their families and, as funds are available, the broad needs of those affected in the community."

Warner Bros. has been praised for its reaction to the shooting. The studio canceled a planned red-carpet premiere event in Paris and pulled the trailer for its upcoming movie "Gangster Squad" from "Dark Knight Rises" showings due to a scene that features a movie-theater shooting.

WALLOPS ISLAND, Va. -- A large inflatable heat shield developed by NASA's Space Technology Program has successfully survived a trip through Earth's atmosphere while travelling at hypersonic speeds up to 7,600 mph.

The Inflatable Reentry Vehicle Experiment (IRVE-3) was launched by sounding rocket at 7:01 a.m. Monday from NASA's Wallops Flight Facility on Wallops Island, Va. The purpose of the IRVE-3 test was to show that a space capsule can use an inflatable outer shell to slow and protect itself as it enters an atmosphere at hypersonic speed during planetary entry and descent, or as it returns to Earth with cargo from the International Space Station.

"It's great to see the initial results indicate we had a successful test of the hypersonic inflatable aerodynamic decelerator," said James Reuther, deputy director of NASA's Space Technology Program. "This demonstration flight goes a long way toward showing the value of these technologies to serve as atmospheric entry heat shields for future space."

IRVE-3, a cone of uninflated high-tech rings covered by a thermal blanket of layers of heat resistant materials, launched from a three-stage Black Brant rocket for its suborbital flight. About 6 minutes into the flight, as planned, the 680-pound inflatable aeroshell, or heat shield, and its payload separated from the launch vehicle's 22-inch-diameter nose cone about 280 miles over the Atlantic Ocean.

An inflation system pumped nitrogen into the IRVE-3 aeroshell until it expanded to a mushroom shape almost 10 feet in diameter. Then the aeroshell plummeted at hypersonic speeds through Earth's atmosphere. Engineers in the Wallops control room watched as four onboard cameras confirmed the inflatable shield held its shape despite the force and high heat of reentry. Onboard instruments provided temperature and pressure data. Researchers will study that information to help develop future inflatable heat shield designs.

After its flight, IRVE-3 fell into the Atlantic Ocean off the coast of North Carolina. From launch to splashdown, the flight lasted about 20 minutes. A high-speed U.S. Navy Stiletto boat is in the area with a crew that will attempt to retrieve IRVE-3. The Stiletto is a maritime demonstration craft operated by the Naval Surface Warfare Center Carderock, Combatant Craft Division, and is based at Joint Expeditionary Base Little Creek-Ft Story, Va.

"A team of NASA engineers and technicians spent the last three years preparing for the IRVE-3 flight," said Lesa Roe, director of NASA's Langley Research Center in Hampton, Va. "We are pushing the boundaries with this flight. We look forward to future test launches of even bigger inflatable aeroshells."

This test was a follow-on to the successful IRVE-2, which showed an inflatable heat shield could survive intact after coming through Earth's atmosphere. IRVE-3 was the same size as IRVE-2, but had a heavier payload and was subjected to a much higher re-entry heat, more like what a heat shield might encounter in space.

IRVE-3 is part of the Hypersonic Inflatable Aerodynamic Decelerator (HIAD) Project within the Game Changing Development Program, part of NASA's Space Technology Program. Langley developed and manages the IRVE-3 and HIAD programs.
